Proper Penalty Administration - 1/3/2012 We often receive feedback about the improper sequence of penalty administration when multiple rules infractions occur. One recent example is that of a ruling of a foul while a player was in the act of shooting. While the official was going to report the foul, the offending player received a technical foul for slamming the basketball to the floor in a display of disgust. High School (NFHS and IAABO) rules and mechanics specify that penalties shall be administered IN THE ORDER IN WHICH THEY OCCUR. In this case, we should:
