Proper Penalty Administration - 1/3/2012

We often receive feedback about the improper sequence of penalty administration when multiple rules infractions occur.  One recent example is that of a ruling of a foul while a player was in the act of shooting.  While the official was going to report the foul, the offending player received a technical foul for slamming the basketball to the floor in a display of disgust.  High School (NFHS and IAABO) rules and mechanics specify that penalties shall be administered IN THE ORDER IN WHICH THEY OCCUR.  In this case, we should:

  • clear the lane, 

  • shoot the free throws for the foul on the player in the act of shooting, 

  • select a shooter to attempt the free throws for the technical foul and 

  • resume play with a division line throw in, opposite the table, to the non offending team.

College mechanics are different.  These college mechanics are NOT acceptable in the High School game.
