MINUTES

 

 

Attending: Benjamin, Bourque, Dedopoulos, Donnelly, Jenness, Kelly, Kyle, Marcotte, Mayo, Pelletier, Plumer, Rossetti, Semprini, Talcott, Vickery, Wolff, Zecha (Dennis Ordway & Dennis Murphy attended as observers)

 

Absent:   Bean, Tostevin

 

Call To Order: By President Vickery @ 9:05 AM.

 

New Members:  None; (subsequent to the meeting, 128 advised Mayo that Bean had been replaced by Chris Matte, and she will attend the December meeting)

 

March 22, 2009 Meeting Minutes:  Reviewed, motion made to accept (Bourque/Pelletier), approved.

 

Secretary/Treasurer: Mayo handed out current internal financials showing a balance of $ 6,781.11 in the checkbook, with several major expenses (Interpreter travel, insurance policies) to be paid in the near future.

 

Mayo discussed the renewal of the Directors and Officers Liability and General Liability for 10/1/09, including the change in carriers on the Directors and Officers policy; our favorable $ 900 as underwritten by an IAABO Board 33 member for Tudor Insurance Company disappeared when Tudor exited that coverage line, resulting in a $ 600 premium increase. Mayo informed 32 that to soften the blow of this increase, he will take no honorarium for the 09-10 year.  The dishonesty insurance continues in the third of a 3-year policy.

 

Subsequent to the meeting, Mayo had Certificates of Insurance sent to Pinkerton Academy and Littleton High School for the use of meeting space during the preseason.

 

Apprentice:  Each District Board reported that its program would start during the month of September, with a bumper

crop of 75-80 prospective members expected to start the program.

 

Although it was not discussed at the meeting, the date to return Rules & Mechanics tests to District Board secretaries has been set for November 30.

 

It was brought up that Apprentices are having a difficult time getting sub-varsity games; Rossetti responded that he would work with District Boards in an attempt to get some additional games for Apprentices in an effort to give them an opportunity

to work beyond the middle school level.

 

Interpreter: Marcotte reported that he attended the IAABO Fall weekend in Ohio. Marcotte submitted his expenses to Mayo for the trip. Mayo paid him during the meeting.

 

All Interpretation meetings were set as of the meeting date, and they currently appear on the web-site. They are as follows:

 

(1)   District Board 117 is at Pinkerton Academy @ 7:00 PM on 10/14/09.

(2)   District Board 122 is at Portsmouth High School @ 7:00 PM on 10/21/09.

(3)   District Board 118 is at Plymouth Elementary School @ 9:00 AM on 10/18/09.

(4)   District Board 128 is at Auditorium G @ Dartmouth-Hitchcock Medical Center @ 9:00 AM on 11/01/09.

(5)   Make up # 1 is at Pinkerton Academy @ 7:00 PM on 11/02/09.

(6)   Makeup # 2 is at Exeter High School (Coaches Meeting) @ 11:00 AM on 11/07/09.

 

With respect to rules, Marcotte reported that the use of a monitor in State tournament games to count or disallow a last-second try for goal is available at the NHIAA’s option; after discussion, 32 opted to make a motion (Rossetti/Jenness)

recommend that NHIAA not adopt this provision, approved. Rossetti will convey our position to NHIAA as needed.

2011 International Meeting:  Dennis Murphy appeared before 32 in his role as co-chair (with Rossetti) of this event which is to be held in conjunction with Tony Haley’s election as IAABO International President in September of 2011.

 

Murphy reported that current availability at the Center of New Hampshire/Radisson in Manchester would place the event 9/21-25/11; if IAABO International does not approve that weekend, 32 will have to go elsewhere to find a location for the prior weekend.

 

Murphy stressed that the plan calls for 32 (not District Board 117) to be the host for the event, and that all officials in New Hampshire would be expected to participate. He emphasized that the key to financial success at this event will involve selling ads for the program book, and that many people need to get involved. He also detailed the need to pay for activities such as the hospitality room (which is always complimentary), along with subsidies for the other social events that take place at each meeting.

 

He also expressed his hope that a 2011 Interpretation opportunity be available to 32 officials at the meeting, encouraging their participation in the event.

 

Murphy agreed to get a preliminary budget and subsidy figures for the December meeting of 32, so that we can review the profit and loss statement and provide available financial summaries of similar recent events for our review.

 

He also discussed the possibility of NH and VT holding a combined FOX Clinic in the Hanover/Lebanon area in the fall of 2010; this 1-day clinic brings in top IAABO instructors and would attract several hundred officials if past attendance is any indication.

 

Supervisor:  Rossetti passed out the NHIAA officials brochure for all 32 members, and asked District Boards to take enough copies to be passed out their Fall Interpretation Meetings. He pointed out that it clearly states the NHIAA prevents the use of video replay equipment to make game decisions.

 

He also reminded 32 that Arbiter mileage can be incorrect, and he needs to be contacted by individual officials if mistakes that involve a potential mileage payment are made.

 

With respect to ratings under our new 10-point system last year, the highest grade given was a 9.93, while the lowest was a 6.82.  Rossetti also reported that all letter-grade ratings had been sent out for 2009-10, and all issues brought to his attention have been taken care of.

 

A total of 57 tournament passes were sold to officials, which was deemed a good amount for the initial year of the program by the NHIAA.

 

In response to the discussion of a mercy rule (running time) in some states, it was made clear that NHIAA has not and likely will never adopt the mercy rule for basketball.

 

Apparently playing tournament quarterfinals at the home of the higher seed generated more net income than playing at college sites, the only disadvantage being the difficulties faced by visiting fans securing tickets for games at some venues. NHIAA did discuss 3-man crews for the quarterfinals, but will continue to use in 2010.

 

Rossetti reported that at the NHIAA Supervisor Meeting, the importance of registering referees by the deadline for submitting eligible rosters (10/1 for winter sports) continues to be very important to NHIAA; it appears there is some potential for NHIAA to impose a 7/1 deadline for all sports at some point in the future, with a late fee being tacked on if the registration is not completed by that date.

 

With respect to game fees, NHIAA did not accept our offer to keep these at $78/$58, allowing us to receive increased fees of $80/$60 for 2009-10 and 2010-11.  One-way travel of more than 40 miles will result in a $12 mileage payment, while traveling over 80 miles one-way will result in a $22 payment.  Rossetti also reported that NHIAA is considering a $10 cut in the combined fee if an official works both games in a doubleheader, which will be voted on at the October meeting of the Sports Officiating Committee.

 

With respect to potential conflicts of interest, NHIAA expressed concern that officials need to consider blocking schools where a perception may exist; Rossetti emphasized to 32 that officials need to made aware that they should do this on their own to avoid further discussion and possible action beyond their control.

 

Motion was made to go into executive session (Rossetti/Marcotte), approved @ 11:26 (Ordway left the meeting, Murphy had already left).

 

Motion was made to leave executive session (Marcotte/Kelly), approved @ 12:07 (Ordway returned).

 

Motion was made (Rossetti/Pelletier) to have Dedopoulos draft an informational letter to all officials regarding relevant financial/tax information affecting officials at individual schools, to be read at District Board Meetings, approved.

 

Subsequent to the meeting, Mayo received his copy of the Dedopoulos letter.   

 

John Burke Award: Rossetti reported that the boys winner (Exeter High School) was given a nice presentation and emphasized his qualifications, but the girls winner (Dover High School) did not, which is a very unusual response to our award.

 

Assigner: Rossetti reported that he was still working on schedules, but only 75% of schools had submitted them to him by the meeting date. He speculated that there would be many changes during the coming year, because the NHIAA changed the eligible date range for different classes for 2009-10, causing athletic directors to have to revise their schedules. He expected to have first-task schedules to District Board Presidents by October 1, and get schedules on the Arbiter for officials as of November 1.

 

Assigner Review:  Vickery reported that the committee reviewing  Rossetti’s performance generated a concern that he needs to consult the non-preferred list for each school carefully as he goes about his duties, but otherwise his performance was excellent.

 

Old Business:

(# 1) IAABO Life Membership:  Informational item reminded that if any action is needed, it should be discussed at

 the District Board Interpretation Meetings in the preseason.

 

(#2) John Clark Award:  Rossetti reported that he had had no contact from the committee as of the meeting date; he             requested nominee from each District Board as soon as possible.  Subsequent to the meeting, Rossetti reported

to Mayo that two officials were nominated by District Boards in time to be submitted to the John Clark

Award Committee.

 

(#3) Rules & Mechanics Test:  Marcotte reported that he did not receive any test questions as of the meeting date, but

 expected to get them soon and work with Rossetti to have tests available in time for District Board Meetings

in October and November.

 

(#4) Constitution/Index: Dedopoulos reported that by the December meeting, he will simplify the existing list of

policies detailing actions taken by 32; at that time, we can review, discuss and take action on a final

format for this important information.

 

(#5) Camp Scholarships:  No requests were submitted to 32 and District Boards during the 2009 camp season.

 

District Board Concerns:

 

(#1) 117: A concern was brought up that District Board Secretaries share information on officials who attend

rules interpretations outside their home boards, so that credit is properly given to those officials; with respect to the

117 golf tournament, officials were reminded to get their checks to Bruce Taggart as soon as possible; with respect to

“Blow The Whistle On Cancer”,  discussion about supporting this event again resulted in a reminder to have the discussion at District Board meetings, with each District Board responsible for collecting and sending the funds to IAABO.

 

 

(#2) 118: A necessary change in the date of the 118 interpretation caused a request for 32 to consider having another qualified Interpreter to stand in when Marcotte is unavailable, this will be discussed further in December; with respect to a member who recently transferred to Maine, it was emphasized that that member must pass the home board requirements of his new residence in order to remain as a dual member in NH.

 

(#3) 122: Request for clarification about grey shirts was made, as they are no longer to be used in the tournament;

consensus emerged that officials can use them in regular season if they wish.

 

(#4) 128: No concerns.

 

(#5) Rossetti reminded District Boards that when officials attend meetings interpretations outside of their home

district boards, he wants to make certain that they stay at the meeting until he has completed his discussion of important items that he needs to review with them, and that they be discouraged from leaving until his presentation has been completed.

 

New Business:  Vickery reported that he was very concerned about the lack of response from the designated Supervisor elected at the All-Supervisor meeting earlier this year, to 32’s request in writing to provide information on the NHIAA Sports Officiating Committee Meetings that he has attended on behalf of all supervisors; after discussion, consensus emerged that Dedopoulos should send an email to that representative expressing our concern, and copy the email to Pat Corbin at NHIAA. Further discussion on this item to be included in the December Agenda.
