Call To Order: By President Zecha 8:00 AM

November 13, 2011 Meeting
Minutes: Reviewed, typing and
grammatical changes, corrected omission of Delois, motion made to accept Delois/Smith,
approved.
Secretary/Treasurer report: Ordway distributed checks to the district
board Secretary/Treasurers for the returned portion of the 2011 Fall Meeting
Assessment. He reported the balance of
the Board 32 account now stands at $5,426.06, motion made
to accept as presented Lambert/Kyle, approved.
Interpreter Report:
Supervisor Report: Smith reported that he has
reviewed the last 3 years of NHIAA Tournament assignment history and reported
his findings. He has met with many of
the NHIAA Basketball committee members individually to learn their individual
outlooks toward the tournament assignment process. Smith has asked that the District Board
representatives, President, VP and Secretary/Treasurers meet & discuss
their individual board members ability and/or deservedness to receive
tournament assignments. Board 32 has
asked that the District Board’s Secretary/Treasurer get this information to him
by January 1, 2012. The information should be divided in
categories;
Division 1 & 2
Preliminary & Quarterfinal
Division 1& 2 Semifinals
and Finals
Division 3 & 4
Preliminary & Quarterfinals
Division 3 & 4 Semifinals
and Finals
Smith
presented information he has gathered from our neighbors, Maine and Vermont
regarding their evaluation / observation / ranking / rating systems that they
use. He also presented statistics and
percentages of how many total officials receive at least 1 Varsity level High
School game. Some statistics that were
presented are;

As
a side note, in Maine, an official must be active working member for at least 7
years before consideration for tournament level assignments.
Smith
reported that he has had as many as 10 or more requests for him to observe
officials and that he has been regularly attend games for this purpose. He also reported on numerous calls taken to
answer the question, “why has my scheduled changed [not as good as prior
years]?” or “Why have I received less assignments this year vs. years
past?” Smith has explained that as we
add officials each year and the number of games remains the same (or goes down
because of schools dropping programs), it is really a matter of mathematics. If
someone new gets a game assignment, someone else has to lose a game assignment.
After
some discussions about what message and/or position that Board 32 wanted Smith
to present to the NHIAA, a motion was
made Dichard/Pelletier that our Board
32 Supervisor (Smith) should be actively involved in the assigning and
re-assignment process of the NHIAA Tournament at all levels. Motion
passed unanimously. A motion was made
Dichard/Pelletier that our Board 32
Supervisor (Smith) present our position on the turning back of tournament
assignments for reason of accepting a College
and level tournament assignment.
Our position being that since the NHIAA has asked that our official be
able to be removed from an existing assignment to be assigned an NHIAA
Tournament assignment that our officials should be able to be honest about
their receipt of a College Tournament assignment replaced for that assignment
only and not lose all tournament assignments.
Motion passed unanimously.
Assigner Report: Rossetti presented that the preliminary
assignment review process went smoothly and that most all high school games had
been assigned. Assignments that have
been turned back have been re-assigned based on the direction from the District
Board Presidents during the preliminary assignment review process. Rossetti reported that he has also observed
officials during this pre-season and startup of the regular season. He too spoke of concerns of officials not
getting what they used to get and the difficulty of the imbalance of number of
games to number of officials.
Evaluation Committee : Dichard presented that he had passed on the changes
to the existing peer evaluations that were discussed at the last meeting and
that Ordway has made the changes in the Arbiter. He has received both position and negative feedback
about the changes. Other members of the
Executive Board added that they to were receiving comments about the
changes. A solution has been presented
and will be distributed to all members regarding a minor complication with a
software release by the Arbiter organization. The board discussion continuing
the direction that the subcommittee has started and Dichard will poll the
members for availability for the committee’s next meeting.
Ordway
presented an explanation of the Arbiter’s game evaluation and peer evaluation
process. The Arbiter offers the ability
to complete peer evaluations based on game levels. Since the aggregate and/or average peer
evaluations are potentially used for assignments at particular levels the past
process of using 1 evaluation category of all games, all levels mixed all peer
evaluations together to arrive at the average.
Using this average for the purpose of choosing one official over another
was a invalid comparison of average peer ratings as game levels varied so much
among officials. Six separate evaluation forms have been created in the
Arbiter, Pre-Season High School (all levels), High School Varsity, High School
Sub Varsity, Junior High/Middle School, Prep School and College. The proper evaluation form will automatically
be presented for the official based on the game level being evaluated. The actual forms, questions, answers and
requirements are the same for all levels
with two exceptions; the High School Varsity evaluation asks one additional
question that requires and answer. The
College evaluation is totally different and is the same evaluation form and
scale used for NCAA Evaluations.
Old Business:
Official’s Uniforms: Background information and
a proposal was distributed prior to the meeting and discussed. A
motion was made Pelletier/Marcotte to set
the official shirt as
1. The
traditional black & white striped shirt where all stripes are uniform in
width with the authorized IAABO patch (red/black/white) on the left chest area
and the American Flag centered on the back just below the neck seam.
And designate two additional
shirts
2. The
gray striped shirt with the authorized IAABO logo patch on the left chest area
and the American Flag centered on the back just below the neck seam.
3. The
newer Black & White striped shirt where all stripes are uniform in width
except a wider black stripe (or panel) on each side of the shirt along the seam
under each arm with the authorized IAABO Patch (red/black/white) on the left
chest area and the American Flag centered on the back just below the neck seam.
Shirt #1 is the official shirt
of choice. All officials MUST have this
shirt.
Shirt #2 is an additional choice
for officials. This shirt may be worn in
any regular season NH High School game provided that both officials are wearing
this color/style shirt. This shirt is
NOT allowed at any NH High School tournament level game.
Shirt #3 is an additional
choice for officials. This shirt may be
worn in any regular season NH High School game provided that both officials are
wearing this color/style shirt. This
shirt may also be worn in any NH High School tournament level game, again,
provided all officials in the crew working the game wear the same color/style
shirt.
NOTE: Shirt #1 and Shirt #3 are
different and may NOT be worn together by different members of the same crew in
the same game. Motion passed unanimously.
Distribution of Information
to District Boards: Background information and a proposal was distributed prior to the
meeting and discussed. A motion was made Lambert/Pelletier that the distribution of information from Board
32 should be sent through the Arbiter assigning software by the Secretary of
Board 32. All positions requiring the
distribution of information should prepare their paper or message and forward
to the Secretary for distribution. The Secretary will review, distribute and
post as available under the forms section of the Arbiter. Type of information to be distributed is, the
Supervisor’s Notes, Ask the Interpreter, notifications of decisions that affect
all members, and other information as needed.
Motion passed unanimously.
Apprentice/cadet programs
(new format): Background
information and a proposal was distributed prior to the meeting and
discussed. The general purpose of the
proposal is to bring all District Boards in line with the same process for
training, testing and admission to membership of the Apprentice/Cadet
applicant. Following the same
administration dates as set by IAABO guidelines, etc. Driscoll asked if this proposal could be held
over to the next meeting to allow him time to review the proposal with the
trainers on Board 122. This will be address at the next regular
meeting.
Registration Dates,
Deadlines and Member Status: Background information and a proposal was
distributed prior to the meeting and discussed.
A motion was made
Dichard/Pelletier that we adopt the
following time line of dates and requirements based on the paid membership
and/or ‘good standing’ of all Board 32 and District Board 117, 118, 122 &
128 members.
February
1, xx – Annual dues as set by the District Boards are due to the District Board
Secretary/Treasurers for the IAABO membership period of May 1, xx through April
30, xx+1.
April
1, xx – Annual dues and all late fees as set by the District Boards are due to
the District Board Secretary/Treasurers for the IAABO membership period of May
1, xx through April 30, xx+1. After this
date the member will not be listed in the next published IAABO Rules/Handbook.
May
1, xx – District Board Secretaries will forward a list of all members who have
not paid by this date to the Board 32 Secretary and the Board 32 Secretary will
set those member’s status such that they may not be assigned games for the xx –
xx+1 season.
May
1, xx through August 31, xx – District Board Secretaries will forward the names
of members who pay their past due and late fees to the Board 32 Secretary. The Board 32 Secretary will update the
members status so they may be assigned games for the xx – xx+1 season.
September
1, xx – Members who have not paid their past dues and late fees will still be
accepted after this date as provided for by the IAABO, Inc. procedure, however,
their status with regard to being assigned games will remain, ‘cannot be
assigned’ until December 1, xx.
